Eligibility / Set-Aside
SSP aims to provide maximum practicable opportunities to small businesses, including veteran-owned, service-disabled veteran-owned, HUBZone, small disadvantaged, and women-owned small businesses. The government reserves the right to consider a set-aside for small businesses or specific small business preference groups.
Submission & Evaluation
Interested firms must submit a White Paper capability statement, limited to 5 pages (excluding administrative data), demonstrating their qualifications and experience. Key requirements include:
- Minimum Qualifications: Documented experience with U.S. Navy SSBN Strategic Weapons System (SWS), Fire Control System, Ordnance Directives (ODs), and SLBM/SWS interfaces.
- Relevant & Recent Experience: Demonstrate similar efforts with an annual incurred cost/expense of at least $4.5M within the last 5 years, substantiated with detailed contract references.
- Company Information: Include administrative data, size, ownership, years in business, and facility security clearance (SECRET).
- Deadline: April 17, 2026, 1:00 PM ET (9:00 am EDT as per document, adjusted to 1:00 PM ET based on metadata).
