Printing must utilize a 4-color process plus specified Pantone colors, with flood UV satin coating and spot UV high-gloss coating on various pages. Digital printing is explicitly NOT acceptable. Binding requires crash padding along the top 17-inch dimension with reinforcing cloth. Packing involves shrink-wrapping in units of 25, boxing 25 units per carton, with reinforced corners. Cartons must be marked with the title and quantity and not exceed 45 lbs.

Submission & Evaluation
Bids must be emailed to bids@gpo.gov. No other submission method is accepted. The email subject line must specify the jacket number and bid opening date. Bids received after the deadline will not be considered. Email size is limited to 75 MB. The Government reserves the right to conduct an on-site pre-award survey to determine contractor responsibility. E-mailed electronic page proofs, digital color content proofs, and/or composite laminated halftone proofs, and a construction sample are required. Contractors must not print prior to receiving an "OK TO PRINT."
Eligibility / Set-Aside
There is no specific set-aside designated. However, binding operations may be subcontracted, but other functions may NOT be subcontracted. Any subcontracted functions must be disclosed prior to award. The predominant production function is offset printing.

Bidders must fill out, sign/initial, and return page 9 of the solicitation. The GPO 910 "BID" Form is no longer required. Offers must include the cost of all materials and operations for the total quantity, plus a price for each additional 1000 copies.
