Purpose & Scope
The 316 CONS, supporting the 1st Airlift Squadron (1 AS) at Andrews Air Force Base, MD, requires the design, development, and delivery of digital training products. These products will be used for newly assigned 1 AS military pilots during their indoctrination (Indoc) training. The training will cover critical areas such as Electronic Flight Bag (EFB) usage, Boeing aircraft publications (FCOM, FOM, QRH, MEL, AFM, FPPM), checklist flows, approach procedures, Crew Resource Management (CRM), and mission planning. Deliverables include professionally produced instructor-led video lessons, interactive Computer-Based Training (CBT) modules, assessments, and downloadable job-aids. The training must be SCORM-conformant, mobile-optimized, and compatible with specified apps/folders, utilizing Adobe Captivate 13.0 and Adobe Creative Suite.

- Personnel Experience: Contractors must utilize full-time, dedicated personnel with an average of at least 20 years of U.S. commercial aviation experience, including backgrounds with major U.S. airlines and the FAA.
