Submission Requirements

- Volume 2: Technical Capability of Vendor (max 6 pages), detailing approach to PWS requirements and Key Personnel recruitment/retention plan.

Evaluation Criteria
Quotes will be evaluated based on Technical Capability and Approach, Qualification Requirements of Key Personnel, and Price. Technical Capability and Approach combined with Qualification Requirements of Key Personnel are significantly more important than cost or price. No discussions will be held; initial offers should contain the best terms.
