Scope of Work

Deliveries must be made within one day of notification, with loads ranging from a minimum of 200 gallons to a maximum of 1000 gallons per fuel type, directly into the facility's storage tanks. Deliveries are expected during core working hours (7:00 a.m. to 3:30 p.m., Monday-Friday) within 48 hours of order placement. Vendors must be located within 40 miles of the delivery locations: New Johnsonville, TN 37134 (550 Refuge Lane) and Springville, TN 38256 (1371 Wildlife Drive). All fuel must comply with current National Fuel Quality Standards and ASTM standards.

Submission & Evaluation
Offers must be submitted by e-mail only to joni_dutcher@fws.gov. Evaluation will be based on Technical Acceptability and Price. Technical acceptability includes past performance (satisfactory or above CPARS/FAPIIS ratings), vendor location within 40 miles of delivery sites, and demonstrated one-day delivery capability. Price will be assessed for fairness and reasonableness against previous contracts and other submissions. The Government intends to award multiple BPAs to responsible, technically acceptable offerors with fair prices.
Additional Notes
Contractors will quote a markup price per gallon, which must cover all costs including transportation, margin, taxes, and fees. Pricing will be based on +/-5% of the Rack Price on the day of delivery, using the average Oil Price Information Service (OPIS), plus the offeror's fixed mark-up.
