Scope of Work
The objective is to replace manual processes for preparing and deploying aircraft wheels and tires. The contractor will provide pre-fabricated, ruggedized kits for KC-135 and C-130 wheels and tires. Key design requirements include durable, weatherproof containers with internal padding, secure locking mechanisms, ergonomic handling features, and optimized space utilization (stackable and collapsible to approximately 10 inches when empty). Containers must also feature forklift accessibility and tie-down points for secure transport. The design should be modular and scalable.
Key Requirements & Standards
Containers must comply with MIL-STD-1791 for internal aerial delivery in fixed-wing aircraft and be compatible with the 463L pallet system. Performance standards include significantly reducing palletization time, ensuring operational readiness, minimizing injury risk, and meeting specific dimensions and weight capacities for C-130 and KC-135 tires. An Airworthiness certification form (ATTLA) and a minimum 12-month warranty are required. Contract Details
This is a Firm Fixed Price requirement. No set-aside will be used due to the overseas location, in accordance with FAR 19.000(b)(1)(ii). Payment will be processed through Wide Area WorkFlow (WAWF).
Submission & Evaluation
Quotes must be submitted via email to the listed Points of Contact. Vendors must use Attachment 3 - Quote Sheet for pricing. Technical documentation, limited to a maximum of 20 pages, must be submitted separately via email. An active System for Award Management (SAM) account is mandatory. Evaluation will be based on a best value determination, considering both technical capability and price. The government may award to an offeror whose quote is not the lowest-priced but offers the best combination of factors. Exchanges with vendors may occur if deemed in the government's best interest.
