Scope of Work
The requirement is for the rental of a portable, air-cooled chiller unit and accessory equipment to support production comfort cooling during maintenance activities at PSNS. The contractor will be responsible for:
- Providing one portable, air-cooled, 150-ton capacity chiller unit.
- Delivering, setting up, and ensuring the chiller system is operational.
- Providing training to government personnel on operation and filter changes.
- Ensuring the system provides chilled water to a submarine with varying flow rates and heat loads.
- All maintenance and repairs for the system.
Accessory equipment includes two recirculation pumps, one surge tank, 1300 ft. of 4" hose, 200 ft. of 4/0 power cable, and various valves and fittings.
Performance Requirements
The chiller must be rated for at least 100-ton nominal and design refrigeration capacity, capable of supplying at least 300 GPM with a 40 psi pressure loss, and operating continuously from no load up to 100-tons. It must maintain chilled water temperature at 42°F with a 10°F Delta T, within a 1°F modulating band between 40-50°F. Noise levels must not exceed 90 dBA. The system requires fully automatic controls, alarms, and indicators, with monitoring no more than once every three days. Fault tolerance requires the chiller to be operational within 48 hours of notification or replaced within 96 hours. Equipment must be suitable for a 460-volt, 3-phase power supply and an outdoor marine environment.
Period & Place of Performance
The anticipated Period of Performance is from October 19, 2026, through August 23, 2028, with an option for a two-month extension until October 23, 2028. The Place of Performance is the Puget Sound Naval Shipyard, Bremerton, WA.
