This document provides responses to vendor questions regarding the AIRPARK PAINTING FY26 requirement for the 103rd Airlift Wing, Connecticut Air National Guard.

• Period of Performance (PoP): The PoP has been revised to a sixty (60) calendar day period. The completion date is no later than August 31, 2026. The specific start date will be mutually agreed upon with the contractor after award.

• The Period of Performance has been updated. Bidders should note the revised duration and the flexibility in the start date, to be determined post-award.

Statement of Work (SOW) / Performance Work Statement (PWS)

To restore and preserve the history and authenticity of two static display aircraft: a C-130H (tail #80-0322) and an A-10 (tail #79-103) located at Bradley Field, East Granby, CT.

• Provide all personnel, tools, equipment, materials, and supervision for aircraft restoration and preservation.

• Services include sheet metal work, maintenance repairs, bird proofing, and painting.

• Preparation involves pressure washing, paint stripping, sanding, and corrosion repair to ensure a surface compatible with new paint, with proper environmental controls.

• Repainting the C-130H to a heritage scheme using specific colors (gray-16173, black-17038, white-17875, yellow-13538, blue-15095).

• Repainting the A-10 to match its current heritage scheme using specific colors (light gray-16375, medium gray-16320, dark gray, black-17038, white-17875, yellow-13538).

• Remove and repair corrosion and minor dents.

• Seal airframe and canopies to prevent water seepage.

• Prime all bare spots.

• Bird proof all aircraft openings and areas to prevent pest and bird entry.

• Replace aircraft markings with 103AW unit markings as per applicable Technical Orders.

• Repairs must meet original shape and cosmetic appearance, but not necessarily airworthiness standards.

• All work to be accomplished in a workmanship-like manner in accordance with applicable federal, state, local regulations, and OSHA requirements.

• Painted aircraft must have a smooth, gloss finish.

• Paint applications shall sustain a 5-year durability for protection against weathering and peeling.

• Completed repairs and painting must remain in excellent condition for at least five years from acceptance; re-performance required if deterioration occurs within this period.

• Work to be performed onsite.

• Duty hours: Monday-Friday, 7:00 a.m. to 4:00 p.m., with potential for additional coordinated time.

• 24-hour notice required prior to work completion for inspection and acceptance.

• Contractor to provide all necessary safety equipment, high reach equipment, lifts, or scaffolding.

• Contractor responsible for cleanup of work area and protection of surrounding landscape.

• Compliance with all environmental, bio-environmental, OSHA, and EPA guidelines.

• Contractor personnel must have appropriate identification and adhere to conflict of interest and physical security policies.

• No weapons, firearms, or ammunition permitted on installation.

• Contractor responsible for disposal of all debris and waste materials off-base at their expense.

• Water and power may not be available on site; contractor responsible for providing generators and a Porta-Potty.

• Contractor must provide a supervisor for walk-arounds with the Government Point of Contact (GPOC).

This wage determination is crucial for potential bidders as it dictates the minimum labor costs that must be factored into their proposals for any contract subject to the Service Contract Act in the specified geographic areas. Bidders must ensure their proposed wages and benefits meet or exceed these requirements to be compliant.

Solicitation / RFP / RFQ

This document is a Request for Quotation (RFQ) for the "AIRPARK PAINTING FY26" requirement. The government is procuring services for the restoration and preservation of two static display aircraft: a C-130 (tail #80-0322) and an A-10 (#79-103), located at Bradley Field, East Granby, CT.

• Restoration and preservation of a C-130 and an A-10 static display aircraft.

• Refer to the attached Performance Work Statement (PWS) for detailed requirements.

• Offerors must list any hazardous materials to be delivered under the contract and submit a Safety Data Sheet prior to award.

• Compliance with MIL-STD-129 for Marking for Shipment and Storage is required.

• Period of Performance: March 9, 2026, to March 23, 2026.

• Delivery Requested By: February 21, 2026.

• Quotations are due by close of business on February 25, 2026.

• Proposals will be evaluated on a best-value trade-off basis, considering Technical (most important), Past Performance, and Price.

• A site visit is scheduled for February 19, 2026, and is highly encouraged for a thorough understanding of the requirements. RSVP is required for base access by February 16, 2026.

• Official questions must be submitted in writing after the site visit.

• The document indicates it is NOT a small business set-aside.

• The document includes numerous FAR and DFARS clauses incorporated by reference and in full text, covering areas such as payment, invoicing (WAWF), contract administration, and various prohibitions and representations.
