Scope of Work
The contractor will provide expert instruction for up to ten students over approximately 12 days. The Course of Instruction (COI) will cover the full range of competencies associated with critical infrastructure targeting, including:

- CARVER methodology (Criticality, Accessibility, Recuperability, Vulnerability, Effect, Recognizability)
- Joint targeting process
- Planning considerations for operations in denied environments
- Interagency coordination procedures
- Preparation of Intelligence Information Reports
Training will include classroom instruction (within 10 miles of Fort Carson) and practical exercises/site visits in the Colorado Springs, Denver, and Pueblo areas, utilizing contractor-planned infrastructure locations within 100 miles of Fort Carson. The desired outcome is for all participating operators to demonstrate proficiency in the skills and knowledge areas identified in Annex A of the 1SFC J4 ASI credentialing procedures.
