124th FSS Dining Facility Attendants and Contract Cook Services

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide Dining Facility Attendant and Contract Cook Services to the standards specified by this Performance Work Statement (PWS) for customers at the 124th Fighter Wing Dining Facility (DFAC).

• Provide all personnel, equipment, tools, materials, and supervision necessary for Contract Dining Facility Attendant and Cook Support.

• Tasks include serving and replenishing food, cleaning facilities and associated areas, completing paperwork, preparing vegetables and fruits, bussing tables, handling food and supplies, and maintaining quality control.

• Contract cooks will augment military personnel and are responsible for the preparation and execution of full meal service.

• Services are required during approximately eight Regular Scheduled Drills (RSD) per 12-month period, with a minimum of 15 business days' notice for performance dates.

• The facility provides full meal service and meets nutritional needs for Department of Defense personnel, with options for carry-out, limited boxed meal support, and Meals Ready to Eat (MRE).

• Contractor must develop and maintain an effective Quality Control Plan (QCP).

• Government will evaluate performance using a Quality Assurance Surveillance Plan (QASP).

• Performance standards are detailed in Technical Exhibit 1 (Performance Requirements Summary).

• Recognized US holidays are excluded from service days.

• Period of Performance: One Base Year of 12 months and four 12-month options.

• Place of Performance: 124th Fighter Wing Dining Facility, Building 400, Gowen Field (Boise), ID 83705.

• Services provided between 0700 and 1630 on primary regular scheduled drills (RSD), excluding recognized US holidays or facility closures.

• Security Requirements: Compliance with all applicable installation/facility access and local security policies. Background checks required for personnel access.

• COMSEC/IT Security: Compliance with all communications security regulations.

• PII Protection: Protection of Personally Identifiable Information (PII) in accordance with DFARS and DoD policies.

• AT Level 1 Awareness Training: Required for all contractor employees requiring access to Army Installations.

• Special Qualifications: Food Service Managers require National Restaurant Association, SERV Safe Manager Certification. Food service employees require State of Idaho Food handlers Card.

• Contract Manager (CM): Must be designated, on-site during performance, and have full authority for contract matters.

• Contractor Employees: Must wear identification badges and specific uniforms approved by the COR.

• Combating Trafficking in Persons: Zero-tolerance policy.

• Organizational Conflicts of Interest (OCI): Contractor must notify KO of any potential OCI.

• Training: Various training requirements including food handler, HAZCOM, equipment operation, fire prevention, and safety.

• Government Furnished Property (GFP): Workspace, materials, subsistence, publications, and equipment will be provided by the Government.

• Contractor Furnished Property (CFP): Uniforms, safety shoes, name tags, and first-aid kits are the contractor's responsibility.

• Personnel: Must be US citizens or possess valid immigration status, able to read/write/speak/understand English, and free of criminal records. Background checks will be conducted.

The 124th Force Support Squadron requires a contractor to provide comprehensive Full Food Service (FFS) dining facility operations at Gowen Field, Boise, Idaho. Services include food preparation, cooking, serving, cleaning, and sanitation.
