Statement of Work (SOW) / Performance Work Statement (PWS)

To perform routine maintenance and minor repairs on 46 overhead doors at Scott Air Force Base, Illinois, to extend their service life.

• Address identified defects in overhead doors across various buildings (5002, 5004, 5006, 5010, 5016, 5020, 5022, 5024, 5026, 5029, 5038, 5046, 5048).

• Repairs include, but are not limited to:

  • Replacing inoperable safety stops and associated wiring.
  • Repairing or replacing damaged door seals (bottom, side, window).
  • Sanding, cleaning, priming, and painting doors to match existing colors or meet Scott AFB Installation Facility Standards (IFS) for Dark Bronze/Brown finish where applicable.
  • Repairing or replacing dented exterior panels.
  • Repairing or replacing damaged lift chains or springs.
  • Repairing or replacing malfunctioning door controllers or safety switch wires.
  • Repairing damaged interior door panels.
  • Repairing or replacing bent metal strips or brush sweeps.
  • Restoring tracks for doors that have come off.
  • Repairing or replacing defective gearboxes for motors.
  • Addressing random door closures or interlock problems.

• All work must comply with applicable UFC, NFPA, NEC, local and federal regulations, and codes, including Unified Facilities Criteria (UFC) 1-200-01, UFC 3-250-01, Air Force Corporate Facilities Standards, and UFC 3-120-01.

• Contractor must ensure all accesses are clear of construction materials during operating hours.

• Cleanup of work sites daily to the satisfaction of the Contracting Officer.

• Repair and restoration of finished surfaces to match existing conditions.

• Project Location: 126th Air Refueling Wing, Scott AFB, Illinois.

• Performance Period: To be proposed by the contractor and negotiated with the government from the date of Notice to Proceed (NTP).

• Work hours: Standard 8-hour day, 5-day week (Monday-Friday, 7:30 AM - 4:30 PM), excluding Federal holidays. Power outages to be scheduled on weekends or 126ARW down days.

• A site visit is recommended prior to bidding.

• Contractor must provide material submittals using Air Force Form 3000 (AF3000).

• Contractor must provide a 2-week look-ahead schedule at bi-weekly meetings.

• Contractor must coordinate with CE for site access and dumpster locations.

• Contractor must obtain AF Form 103 (Work Clearance Request) prior to commencing work.

• Contractor must brief subcontractors on safety and fire prevention, including AF Form 592 (Welding, Cutting, and Brazing Permit).

• Contractor must submit DD Form 1354 (Transfer and Acceptance of DoD Real Property).

• Contractor must provide an inventory of removed and newly installed systems in Microsoft Excel format.

• Contractor must maintain as-built drawings.

• Compliance with environmental regulations regarding Ozone Depleting Chemicals (ODCs).
