Scope of Work
This solicitation covers the manufacture and quality requirements for Cylinder Barrels and associated components. Key requirements include:
- Design: Items must conform to specified Cage Code(s) and reference number(s), with strict controls on design, material, and part number changes.
- Marking & Serialization: Physical identification in accordance with MIL-STD-129 and MIL-STD-130. Serialization requires obtaining serial numbers from Commander, Naval Undersea Warfare Center Division Newport (NUWC_NPT_SERIALNUMBERS@NAVY.MIL) and marking per DWG 7052737 Rev "G" Note 5 and DWG 7052738 Rev "E" Note 8.
- Mercury-Free: All materials must be mercury-free and free from mercury contamination for use on submarines/surface ships, with strict prohibitions on mercury use in manufacturing unless explicitly approved.
- Quality Assurance: Suppliers must maintain a quality system acceptable to the Government, in accordance with ISO 9001 (MIL-I-45208 also permitted). Contractors are responsible for all inspection requirements and Quality Conformance Inspections per specified drawings (e.g., DWG 5905694 Rev "C", DWG 7053271 Rev "B").
- Certificate of Quality Compliance (COQC): Required for various aspects, including match marking, penetrant inspection, Rockwell Hardness, and material certifications for seals and roller bearings. COQC CDRLs are to be delivered to NUWC Newport.

Evaluation
