Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The National Oceanic and Atmospheric Administration (NOAA), under the Department of Commerce, is seeking proposals for an Unrestricted Request for Quotation (RFQ) for Continuously Operating Reference Stations (CORS) Processing Framework Development. This acquisition aims to develop a scalable framework for ingesting, processing, validating, and managing GNSS observation data for the National Geodetic Survey (NGS).
Scope of Work
The contractor will develop and implement a scalable processing framework to generate National Spatial Reference System (NSRS)-aligned coordinates for non-NOAA CORS Network (NCN) stations. Key tasks include:
- Developing repeatable workflows for GNSS data ingestion and management.
- Implementing multiple independent processing approaches (e.g., PPP, double-difference solutions).
- Performing validation and quality assurance (QA/QC) of coordinate solutions.
- Developing coordinate products and associated documentation.
- Providing knowledge transfer and training to NGS personnel.
Deliverables include a Project Execution Plan, Data Ingestion Workflow, Relational Geospatial Database Schema, various coordinate solutions and reports, and a Technical Documentation Package.
