• Performance Work Statement (PWS): Services are to be performed in accordance with the PWS, referenced as Attachment 1.

• Period of Performance: Base Year (September 1, 2026 - August 31, 2027), Option 1 (September 1, 2027 - August 31, 2028), Option 2 (September 1, 2028 - August 31, 2029).

• Contract Type: Firm-Fixed Price for services, and Not-to-Exceed, Time and Materials for travel.

• Quotation Submission Deadline: June 26, 2026, at 2:00 PM EST.

• Submission Method: Electronic via email to Spencer Matsushima (spencer.matsushima@noaa.gov) with a copy to Stacy Dohse (stacy.dohse@noaa.gov). Submissions must be in two separate files: Volume I (Technical Approach) and Volume II (Price Quotation).

• Questions Deadline: June 19, 2026, at 3:00 PM EST via email.

• Evaluation: The Government will evaluate quotations based on Technical Approach (significantly more important) and Price. The Government intends to award to the best-suited vendor based on initial quotations without discussions, but reserves the right to conduct discussions if necessary.

• Price Firmness: Prices must be held firm for 120 calendar days from the quotation receipt date.

• This acquisition is UNRESTRICTED.

• NAICS Code: 541690 (Other Scientific and Technical Consulting Services).

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for a contractor to develop and implement a scalable processing framework for generating National Spatial Reference System (NSRS)-aligned coordinates for Continuously Operating Reference Stations (CORS) not currently part of the NOAA CORS Network (NCN). • Develop a repeatable processing framework for non-NCN CORS stations.

• Coordinate solutions must be aligned with the modernized NSRS, including new terrestrial reference frames (e.g., NATRF2022, PATRF2022).

• The framework must be scalable, repeatable, and maintainable.

• Coordinate solutions will be evaluated against existing NOAA CORS and International GNSS Service (IGS) products, and NGS software (e.g., OPUS-Static).

• The anticipated period of performance is one base year plus optional follow-on periods.

• The work will be performed by the contractor, with government oversight and coordination.

• Expertise in GNSS data processing, geodetic reference frames, metadata management, and QA/QC is required.

• The contractor must support the development of repeatable workflows for data ingestion, processing, validation, and coordinate product generation.

• Deliverables include various reports, datasets, documentation, and training materials.
