Statement of Work (SOW) / Performance Work Statement (PWS)

To maintain existing Local Telecommunication Services (LTS) using a Session Initiation Protocol (SIP)-based solution, ensuring compatibility with legacy equipment through emulated TDM output. The service will support installation 24/7/365.

• Provide local access to designated circuit demarcation points.

• Supply necessary equipment, wiring, and infrastructure for compatibility with the Government's current infrastructure.

• Include operator assistance functions for local exchange access.

• Install transmission equipment and cables for local exchange access and transport service circuits.

• Connect to Government-provided power and termination frames.

• Services exclude residential or business services for non-Government entities.

• Continuous operation of local phone service 24/7/365 with 99.9% availability.

• Timely and detailed notification for scheduled outages (NLT 30 days in advance).

• Response and restoration of service outages within defined timeframes based on priority (Catastrophic, Emergency, Serious, Routine).

• Maintain quality of service (QoS) for end-to-end per-call latency and packet jitter within ITU standards.
