Evaluation & Submission

The Government intends to negotiate with only one responsible source (Sikorsky) under the authority of 10 U.S.C. 2304(c)(1) / FAR 6.302-1, as Sikorsky is the OEM and the Government lacks data rights for other sources. However, all proposals received within 45 days of the notice publication will be considered. A Source Approval Request (SAR) is required for any firm not already approved to manufacture this material; however, the procurement will not be delayed for SAR approval. Interested parties may also identify their capability to satisfy the requirement with a commercial item within 15 days of the notice.

Additional Notes

The Government is not using FAR Part 12 (Acquisition of Commercial Items) for this solicitation. Electronic procedures will be used, and the RFQ/Solicitation will be posted to NECO. No telephone requests or hard copies will be honored.
