Pre-Solicitation Notice

This notice serves as a pre-solicitation announcement for an upcoming Firm-Fixed Price (FFP) contract. The U.S. Navy is procuring one (1) 150 metric ton (MT) mobile boat hoist (MBH) for the Naval Surface Warfare Center, Carderock Division (NSWCCD) Detachment Norfolk.

• The contractor shall design, fabricate, ship, assemble, test, and deliver the mobile boat hoist.

• The crane must be built to the design of a registered professional engineer.

• Engineering services, labor, supervision, equipment, quality control, materials, supplies, and construction services are required.

• Contract Type: Firm-Fixed Price (FFP)

• Period of Performance: Approximately 460 calendar days from award to completion.

• Estimated Value: Not specified.

• Solicitation documents will be available for downloading around June 3, 2026.

• The estimated due date for proposals is August 4, 2026.

• The solicitation will be issued as N62470-26-R-0007.

• Evaluation will be based on a best-value tradeoff analysis process.

• Non-price factors for evaluation include: Technical (Product Literature, General Arrangement Drawing(s) & Narrative) and Past Performance.

• This acquisition will be solicited to small businesses only.

• Offerors must register in the System for Award Management (SAM) to be eligible for award.

• This acquisition is subject to Cybersecurity Maturity Model Certification (CMMC) 2.0 requirements.

• Offerors must comply with cybersecurity standards mandated by the Department of War (DoW) to protect Controlled Unclassified Information (CUI).

• The anticipated CMMC level is Level 1, requiring compliance with NIST SP 800-171.

• The prime contractor and relevant subcontractors must obtain and maintain CMMC Level 1 certification for the duration of the contract.

• A completed CMMC Level 1 assessment in the Supplier Performance Risk System (SPRS) will be required for award.
