Purpose
This is a Sources Sought Synopsis for market research purposes only. The government seeks to identify qualified contractors for the specified construction services. This is not a solicitation (RFQ, RFP, or Invitation for Bid), and no contract award will result from this notice.
Scope of Work
The requirement involves the design and construction of a new 1200 square foot enclosed mezzanine and associated systems within Building 238, South Center. Key aspects include:
- Design: Develop a complete design package adhering to specified codes and standards, prioritizing a maximum of nine (9) support columns and avoiding new footings where feasible. Alternative proposals are acceptable.
- Construction: Fabricate and erect the steel structure, decking, and stairs.
- Enclosure & Finishes: Frame and finish walls and ceiling for the upper level, install flooring (carpet tiles, LVP), cabinetry, and other specified interior finishes.
- Utilities: Install electrical, data, and lighting systems for both the upper mezzanine and the area below. Plumbing supply and drain lines will be stubbed out for customer connection.
- Safety Systems: Integrate fire alarm and suppression systems as required by code. All work must conform to the latest editions of Unified Facility Criteria (UFC), Hill Air Force Base Facility Design Standards, and all applicable local and national building, electrical, plumbing, mechanical, and fire safety codes.
Eligibility & Set-Aside
The North American Industry Classification Systems (NAICS) Code is 236210 (Construction Of Other Warehouse Buildings) with a size standard of $45M. The government is interested in all small businesses, including 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned Small Business concerns. Both large and small businesses are encouraged to participate to demonstrate their capabilities.
Submission Requirements
Interested companies must submit a summary outline of their qualifications. A Contractor Capability Survey is provided and must be completed, requiring business information, CAGE Code, NAICS code size standard, and small business certifications. Responses involving teaming should clearly delineate work between the prime contractor and partners. References to vendor web pages will not be accepted.
