Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The National Institute of Standards and Technology (NIST) is conducting a Sources Sought market research effort to identify potential and eligible business firms capable of providing a 1550 nm Pulsed Laser. This is not a Request for Quotation or Proposal, but aims to gather information to determine the acquisition method and potential small business set-aside opportunities. Responses are due by May 11, 2026, at 5:00 PM ET.
Purpose & Scope
NIST seeks information on vendors that can supply a 1550 nm Pulsed Laser according to attached specifications. The market research will identify firms, of all sizes, that manufacture this product in the U.S. and assess the feasibility of a small business set-aside. If at least two qualified small businesses are identified, the acquisition may be set aside for small businesses.
Key Requirements
The required 1550 nm pulsed fiber-coupled laser system must meet the following specifications:
- Wavelength: 1550 nm
- Pulse Duration: 500 fs to 50 ps (not necessarily tunable)
- Repetition Rate: User-selectable, 1 Hz to 80 MHz
- Average Output Power: At least 1 mW, up to 300 mW (fiber-coupled)
- Output Fiber: Single-mode, FC/APC connector
- Background Optical Power: 30 dB below pulse power
- Control: External trigger input/output, remote control via USB and/or GPIB (Ethernet not sole interface).
- Ancillary Items: Vendor to identify all necessary accessories, pulse-picking modules, trigger options, software, and control hardware.
- Delivery: System suitable for laboratory use, shipped ready for operation, with delivery, installation, and training completed no later than 8 weeks After Receipt of Order (ARO).
Submission Requirements
Interested organizations should submit electronic capability statements, limited to four (4) pages or less, to Lisa Stevens at lisa.stevens@nist.gov. Submissions should include:
- Name of the company providing and manufacturing the product.
- Country of origin or manufacture.
- Spec/data sheets and examples demonstrating compliance.
- Typical lead time for delivery.
- Any other relevant information for developing specifications.
- Proprietary information should be clearly marked.
Contract & Timeline
- Opportunity Type: Sources Sought (Market Research)
