Submission & Evaluation
Quotes must be submitted via email to Lisa.Winkler@va.gov, with a 5 MB size limit per email (multiple emails are permitted). Submissions should consist of three volumes: Technical (max 10 pages), Price (Section B Price Schedule), and Solicitation Documents (completed SF1449, amendments, Buy American Certificate). Evaluation will consider Price and Technical factors as equally important. Technical evaluation focuses on meeting all functional and performance characteristics outlined in Attachment 1 and proposed delivery timelines. Special preference is given to qualified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), which will receive a 10% evaluated price reduction, and Veteran-Owned Small Businesses (VOSBs), receiving a 5% reduction.
