The Government seeks to identify sources within the National Technology and Industrial Base (NTIB) that can meet the specified inspection rates and technical requirements.

Scope of Interest

The Government is seeking NDT equipment capable of inspecting the 155mm M795 Metal Part, which is a 75 lbs, 30-inch long forged high fragmentation steel alloy part with a curved exterior and a welded rotating band. The NDT methods must verify the absence of discontinuities (e.g., cracks, piping defects, folds) and undersized wall thickness, as well as conformance to wall thickness variation requirements. The equipment should provide 100% volumetric coverage using an automated system, including modeling and simulation capabilities to detect various flaws.

Response Requirements

Interested sources must be registered in SAM.gov and submit a capabilities statement (not exceeding 15 pages) addressing:

  • Company contact information, business size, UEI, and CAGE Code.
  • Summary of contractor's capabilities and parent organizations.
  • Past inspection experience with artillery metal parts (155mm or similar) within the last 10 years.
  • Description of proposed inspection method, including evidence of 100% volumetric coverage and automated system capabilities.
  • Evidence of ability to deliver a complete inspection system (software, electro-mechanical) for high-rate industrial production, with automated inspection, data collection, interpretation, and disposition.
  • Ability to support maintenance, training, and technical support contracts.
  • Projected delivery capabilities and lead times for NDT inspection systems.
  • Description of facilities, equipment, personnel, high-production rate experience, and potential partnering arrangements.
  • A Rough Order of Magnitude (ROM) cost to achieve the required capability (total, non-recurring engineering, equipment costs).
  • Indication of whether a commercially available or modifiable product meets the need.

Technical Data Access

A Technical Data Package (TDP) for the M795 Metal Parts is available upon request. It is marked Distribution D, limiting access to Department of Defense (DoD) and U.S. DoD contractors. Foreign sources may receive it pending PM CAS approval. To obtain the TDP, interested parties must submit a signed DD Form 2345 (Militarily Critical Technical Data Agreement), AMSTA-AR Form 1350 (Technical Data Request Questionnaire), and a Non-Disclosure Agreement (NDA). All provided technical data must be destroyed after use, and a Certificate of Destruction must be submitted within three days of the notice expiration.
