Solicitation / RFP / RFQ

This Request for Quote (RFQ) is for the procurement of Communications Racks and Cable Management Installation services for the 156th Wing Contracting Office at Muniz ANG Base, Carolina, PR. The government intends to award a single firm-fixed-price contract to the responsible offeror whose quote is most advantageous, based on price only. This is a combined synopsis solicitation.

• Communication Racks: 14 units, Steel, Black, Panduit R4P model, with specific dimensions (Depth: 30", Height: 84", Width: 23.25"). Must be new, with manufacturer's warranty.

• Vertical Cable Manager: 16 units, Panduit PE2VD06 model, Steel, Black, dual-sided, with specific dimensions (Depth: 26.80", Height: 83.60", Width: 6").

• Installation: Rack and Cable Management Installation, and Overhead Cable Management. Refer to attached SOW for details.

• Shipping and Handling: To Carolina, PR, 00979.

• Contract Type: Firm-Fixed Price (FFP).

• Award Basis: Price only. Lowest priced quote that fulfills all government specifications.

• Submission Deadline: Quotes must be returned no later than 7 May 2026 at 10:00 AM.

• Questions Deadline: All questions or requests for information (RFI) must be submitted before close of business, 4:00 PM EST (local time) April 8th, 2026.

• Submission Method: Submit quotes via email to 156MSG.MSC.CONS@us.af.mil.

• Evaluation: Award will be made without discussions unless deemed necessary. Offerors are encouraged to submit their most advantageous pricing in their initial response.

• This requirement is being solicited as a 100% small business set-aside.

• Small Business Size Standard: 600 employees.

• Offerors must have a Commercial and Government Entity (CAGE) code or a Unique Entity Identifier (UEI) and be registered with the System for Award Management (SAM) at http://www.sam.gov. Lack of SAM registration will make a quoter ineligible for award.

• Must quote all prices FOB Destination.

• Only new items are accepted; no remanufactured or refurbished equipment.

• Vendor must also be registered in Wide Area Workflow to receive payment.

• Applicable FAR and DFARS clauses are listed in the document.

Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW outlines the requirements for the installation of new communications racks, associated cable management, and a new overhead cable tray section.

• Installation of fourteen (14) new 4-post communications racks.

• Installation of associated vertical cable management.

• Installation of a new overhead cable tray section.

• All work to be performed in the Network Control Center room of the new Communications Squadron building.

• Contractor to provide all necessary labor, materials, and equipment.

• Work must comply with all applicable local, state, and federal codes and standards.

• 14 ea. 4-Post Racks (PANDUIT R4P)

• 16 ea. Vertical Cable Managers (PANDUIT PE2VD06)

• Racks to be arranged in two parallel rows of seven racks each.

• Minimum clearance of four feet between the two rows.

• One vertical cable manager between each rack in a row, and one at each end of each row.

• Racks and managers to be securely anchored to the concrete floor.

• All racks to be grounded per applicable codes and standards.

• Installation of a new, ceiling-mounted cable management tray.

• Tray to connect existing overhead cable management trays to the back wall.

• New tray section to be seven (7) feet long and twenty-four (24) inches wide.

• New tray section must match existing trays in characteristics (width, depth, material).
