Evaluation
Award will only be made if the offeror, product/service, or manufacturer meets the qualification requirements at the time of award, in accordance with FAR clause 52.209-1. An alternate source must qualify according to the design control activity's procedures, approved by the cognizant Government engineering activity. The time required for new source approval typically precludes delaying an award. Additional Notes
This notice is not a request for competitive proposals. However, all proposals received within 45 days of publication will be considered. The Government's determination not to compete is solely at its discretion. Information received will be used to determine if a competitive procurement is feasible. The Government is not using FAR Part 12 (Acquisition of Commercial Items) but interested parties may identify their capability to satisfy the requirement with a commercial item within 15 days of this notice. The acquisition may be subject to Free Trade Agreements and/or World Trade Organization Government Procurement Agreement if relevant DFARS clauses are included in the solicitation.
