The Department of the Navy, NAVSUP Weapon Systems Support, has issued a sole source solicitation for the new manufacture of Follower Gear and other replacement parts (PSC 1680). Scope of Work
This solicitation covers the manufacture, testing, and inspection of spare parts, including Follower Gear, in accordance with NAWC LAKEHURST drawing 3890AS001852-01 and other referenced specifications. The contractor is solely responsible for providing all necessary manufacturing aids (e.g., fixtures, jigs, dies). Markings must comply with MIL-STD-130. Although previously classified as Flight Critical/Critical Safety Item, recent REIs identify this as an ALRE Non-Critical Item. However, due to its use in crucial shipboard systems supporting aircraft launch/recovery, stringent quality controls are in place.
Source Approval & Eligibility
Only companies with Government Source Approval are eligible for award. Unapproved sources must submit comprehensive documentation, including configuration drawings, process sheets, purchase orders, comparative analysis, and inspection method sheets, along with their proposal. Quality Assurance & Testing
The contract includes Higher-Level Contract Quality Requirements, mandatory 100% PCO inspection at source, and potential pre-award surveys. First Article Testing (FAT) is required, involving the submission of one uncoated unit for Government evaluation and a detailed test report within 15 days of testing. A waiver for FAT may be granted for offerors with recent, identical production (within three years, same facility), who must submit two prices (with/without FAT). In-process and final inspections require advance notification (10-14 days) to NAWCADLKE QA, DCMA QAR, and the PCO. All ALRE manufacture and inspection records must be maintained for seven years.
