Evaluation & Response
NAVSUP WSS intends to negotiate with only one responsible source, THE BOEING COMPANY, citing 10 U.S.C. 2304(c)(1) and FAR 6.302, as Boeing is the Original Equipment Manufacturer (OEM) and the government does not own the necessary data rights.
However, all responsible sources may submit a capability statement, proposal, or quotation for consideration:
- Commercial Item Interest: Interested persons may identify their interest and capability to satisfy the requirement with a commercial item within 15 days of the notice (by June 3, 2026).
- General Proposals: All proposals received within 45 days after the publication date (by July 3, 2026) will be considered to determine if a competitive procurement is feasible.
- Source Approval Request (SAR): Firms not already approved to manufacture this material must submit a SAR. This procurement will not be delayed for SAR approval.
