Quick Summary
The Department of the Navy, NAVSUP Weapon Systems Support (NAVSUP WSS), has issued a Presolicitation for the repair/modification of Multifunctional FLI (NSN 7R-1680-015854821-P8). This action is intended to be a sole source award to The Boeing Company due to engineering source approval requirements for this flight-critical item. However, the Government will consider proposals or capability statements from other responsible sources.
Scope of Work
This requirement is for the repair/modification of 40 units of the Multifunctional FLI, NSN 7R-1680-015854821-P8, with delivery FOB origin. Early and incremental deliveries are accepted and preferred. The item requires engineering source approval by the design control activity to maintain quality, and the approved source(s) retain data rights or technical knowledge not economically available to the Government.
Contract & Timeline
- Type: Presolicitation (Notice of Intent to Award Sole Source)
- Set-Aside: None (Sole Source Justification under FAR 6.302-1)

Evaluation
The Government intends to solicit and negotiate with only one source (The Boeing Company). However, all proposals, quotations, or capability statements received within 45 days of publication will be considered to determine if a competitive procurement is feasible. Alternate sources must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The time required for new source approval is typically such that an award cannot be delayed.
Additional Notes
If you are not an approved source, you must submit information detailed in the NAVSUP WSS Source Approval Information Brochures (Spares/Repair) available on their website. Offers failing to provide required source approval data will not be considered. The Government is not using FAR Part 12 (Acquisition of Commercial Items) for this acquisition. Interested parties may identify their capability to satisfy the requirement with a commercial item within 15 days of this notice. This acquisition may be subject to Free Trade Agreements and World Trade Organization Government Procurement Agreement clauses.
