Source Approval Requirements

This is a limited competition. Only companies with prior Government source approval for these Flight Critical components are eligible for award. Unapproved sources must submit a comprehensive Source Approval Request (SAR) concurrently with their proposal by the closing date. The SAR must include detailed documentation such as configuration drawings, process/operation sheets, purchase orders for similar items, a comparative analysis, and inspection method sheets. Failure to provide required SAR data will result in proposals not being considered.

Evaluation Factors

Offers will be evaluated based on both price and non-price factors. Non-price factors, including capacity, delivery, and past performance, will be considered more important than price. Proposals must combine both non-price factors and price in a single document. If only one offer is received, the process will shift to sole source negotiations.

First Article Testing (FAT)

A First Article Test (FAT) is required, involving one uncoated unit. The contractor must provide facilities and personnel for testing, which the Government may witness. A First Article Test Report is due 15 calendar days from testing, with Government approval/disapproval within 45 calendar days. All costs for re-tests due to disapproval are borne by the contractor. A waiver for FAT may be granted to offerors who have previously delivered identical production units within three years, using the same production location, and without quality issues. Offerors requesting a waiver must submit two prices: one with FAT and one without.

Quality Assurance

Markings must comply with MIL-STD-130. Critical and Major characteristics, plating, hardness, and non-destructive testing require 100% inspection. Class 3 threads, dimensions, and geometric feature controls with tight tolerances (.010 or less) will use an AQL of 1.5. A system for individual piece part traceability (non-permanent markings) is mandatory. A pre-award survey and post-award conference may be required for new manufacturers.

The Government physically lacks sufficient data to contract with other than current sources. All records pertaining to ALRE CAI manufacture and inspection/test must be provided to the ALRE Cognizant Technical Authority and maintained by LKE QA and the manufacturer for seven years.
