• The justification is based upon 10 U.S.C. 3204(a)(1), citing only one or a limited number of responsible sources.

• The justification is based on FAR 8.302.

• The rationale for limiting competition is that the unique design capability, engineering skills, and manufacturing/repair knowledge of the qualified source(s) are required for acquisition/repair of the part from the specific source(s).

• The specific source(s) retain data rights, have unique knowledge, or possess the necessary specialized capabilities available to the Government.

• The data rights are essential to ensuring the quality of the part.

• All alternate sources that could qualify from the design control activity's procedures, as approved by the cognizant Government engineering activity, are not available.

• The qualification procedures approved by the engineering activity require engineering activity jurisdiction and the part is the intended application.

• If a source is cited, AR(M)C is for 5 days. If at least one responsible source is cited, adequate or an alternate source is available in accordance with the design control activity's procedures, AR(M)Cs 1 or 2 are valid.

• A 15 MAR 2019 Class Waiver of the Requirement to Post a Request for Information or Sources Sought Notice applied to this requirement.

• The proposed contract action was synopsized on the Government-wide point of entry on 05/08/2025.

• As a result, no comment was received for this part number.

• Market research was conducted in accordance with FAR Part 10. The results of the market research conducted (or the reason(s) market research was not conducted) are as follows:

  • The latest research was checked, and all sources (TNP, J&B) have been properly aligned, identified, and contacted, and an RFI has been submitted to the Source Development Department on 12/20/2023. The data necessary to select this item from sources other than Northrop Grumman (110K080G04) or Lockheed Martin (1553A7738774) are not available or is presumed to be unavailable. Technical data is insufficient for the development of new sources. Source Approval Requests (SARs) for Northrop Grumman (110K080G04) and Lockheed Martin (1553A7738774) have been submitted for review and approval by the cognizant engineering authority. The latest RFI was submitted to Northrop Grumman (1553A7738774) and Lockheed Martin (1553A7738774) on 03/11/2025. My approved sources at this time.

• The contracting officer determines that the anticipated cost to the Government of the supplies covered by this J&A will be fair and reasonable.

• NAVSUP WSS will continue to encourage vendors with the expertise to manufacture/repair the subject item to submit a complete technical data package for review and source approval.

• Future requirements will be advertised on the government-wide point of entry.

• NAVSUP WSS has no plans at this time to compete future contracts for the subject item covered by this document.

• If another potential manufacturing source emerges, NAVSUP WSS will assess whether competition for future requirements is feasible.
