Justification & Evaluation
The Government intends to acquire these supplies using FAR Part 15 procedures. The sole source justification is based on 10 U.S.C. 2304(c)(1), as supplemented by FAR 6.302, citing that The Boeing Company is the Original Equipment Manufacturer (OEM) and the only known source, and the Government does not own the necessary data rights. All responsible sources may submit a capability statement, proposal, or quotation for consideration. Firms not already approved to manufacture this material must submit a Source Approval Request (SAR); however, the procurement will not be delayed for SAR approval.

Market research indicates the Government is not using FAR Part 12 (Acquisition of Commercial Items). Interested persons may identify their interest and capability to satisfy the requirement with a commercial item within 15 days of this notice. All proposals received within 45 days after the date of publication of this synopsis will be considered for determining whether to conduct a competitive procurement. Electronic procedures will be used for this solicitation. No telephone requests or hard copies will be honored.
