Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Department of the Air Force is issuing a Special Notice (Request for Information - RFI) to solicit industry feedback on its acquisition strategy for a 161kV Transformer Indefinite Delivery, Indefinite Quantity (IDIQ) contract. This RFI also initiates discussions regarding Joint Certification Program (JCP) and Cybersecurity Maturity Model Certification (CMMC) requirements. Responses are due by 11:00 AM CDT on May 13, 2026.
Purpose & Scope
This RFI seeks industry input on the Government's proposed Highest Technically Rated Offeror (HTRO) source selection approach for the 161kV Transformer IDIQ. The IDIQ will cover the refurbishment, rewinding, repair, design, supply, and/or installation of existing 161kV transformers at multiple substations within Arnold Air Force Base, Tennessee. The scope includes tasks such as component replacement (bushings, cooling systems), oil processing, painting, and adherence to various industry standards (ASTM, IEEE, NEMA).
Key Acquisition Considerations
- HTRO Evaluation: The Government is considering an HTRO approach, which awards to the highest technically rated proposals with realistic and reasonable prices, without cost/technical trade-offs. Feedback is specifically requested on the provided Draft HTRO Scoring Matrix and its Instructions.
- JCP & CMMC Requirements: Task orders under this IDIQ will mandate JCP certification and applicable CMMC levels. Contractors must acquire JCP certification to access unclassified military technical data and meet CMMC requirements to be eligible for award.
- CMMC Implementation Phases: The RFI outlines a phased CMMC implementation:
- Phase 1 (Nov 2025): Self-assessments for CMMC Level 1 or 2, submission to SPRS.
- Phase 2 (Nov 2026): Mandatory third-party audits for CMMC Level 2 contracts.
- Phase 3 (Nov 2027): CMMC Level 3 assessments by DIBCAC.
- Phase 4 (Nov 2028): Full implementation across applicable solicitations.
Submission Instructions
Responses to this RFI are due by 11:00 AM CDT on May 13, 2026. Submissions must be emailed to Mr. Robert Mosley (robert.mosley.3@us.af.mil) and Mr. Drew Waggoner (andrew.waggoner.3@us.af.mil). Verbal responses will not be accepted, and proprietary information should be clearly marked.
Referenced Attachments
Key attachments include a Draft 161kV Transformer IDIQ Statement of Work (SOW), an HTRO Scoring Matrix, HTRO Scoring Matrix Instructions (providing detailed guidance on self-scoring for repair, replacement, spare categories, project value, and CPARS), and JCP Information (outlining prerequisites and application process for certification).
