Justification
The sole source award is justified under FAR 6.302-1(2)(i)(B) and FAR 13.106-1(b)(1) because Outfront Media Inc. is the only responsible vendor currently under contract with the Phoenix Light Rail (Valley Metro) for advertising. Market research has validated this determination, with an estimated value of $70,100 for this procurement.
