Purpose & Scope
The 16th Weather Squadron (16 WS) requires a sustainable cloud computing platform to deliver a web presence for rapid prototyping of numerical weather products, including AI-based severe weather decision tools. The platform will also facilitate collaborative sharing of weather product applications and forecast techniques, with Continuity of Operations (COOP) being a critical component.
Key Requirements
- CSP Capabilities: Must provide CSP capabilities in US Government only regions and commercial regions.
- Impact Level (IL): CSPs must host Impact Level 6 (IL6) based on the DoD Cloud Computing Security Requirements Guide (SRG) and be authorized to offer capabilities up to IL6 in US Government only regions. Services must be deployable to all geographically independent locations/regions offered by the CSP, with authorization to operate at DoD IL4 in US Government only regions.
- Payment Services: Capable of providing payment services (credits) on behalf of wholly government-operated accounts.
- AWS Specifics: Requirement is for AWS credits, compliant with DoD SRG and Federal Risk and Authorization Management Program (FedRAMP).
- Account Management: Contractor must provide root credentials and a Two-Factor Authentication (2FA) hardware token for each CSP account, and maintain the payor account.
- Usage Monitoring: 24/7 real-time monitoring of credit usage with notifications at 75% (Cautionary) and 85% (Critical) expenditure levels.
- Framework Alignment: Support provisioning an environment aligned with the AWS Well-Architected Framework.
Contract Details
- Type: Sources Sought, intending to award a Firm Fixed Price (FFP) Blanket Purchase Agreement (BPA) with Delivery Orders (DOs).
