Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for furnishing contract long-term billeting services for flight training students of the 17th Special Operations Squadron (17th SOS) by the Oklahoma National Guard (OKNG).

• Award of multiple Blanket Purchase Agreements (BPAs) for lodging services.

• Services include preparation, delivery, and serving of long-term lodging.

• The BPA will be effective from the date of award until December 31, 2031.

• This requirement is a local small business set-aside.

• Third-party travel brokers, booking agencies, or logistics management companies acting as pass-through entities are prohibited.

• Lodging properties must be located within a 10-minute drive of downtown Oklahoma City, OK, within specific zip codes (73102, 73103, 73104, 73105, 73106, 73111, 73114, 73116, 73118, or 73120).

• Rooms must be cooled by refrigerated air conditioning and adequately heated.

• Each room must have a private bath.

• Weekly housekeeping service including clean towels and soap is required.

• Free, on-site laundry facilities must be provided.

• Rooms must be clean and free from rodents, insects, odors, and fungi.

• Quarters must be in good repair and free from fire hazards, complying with applicable fire safety codes, building codes, and ADA standards.

• Guest room doors must have deadbolts, safety chains, and one-way door viewers.

• Public areas must be well-lit, and facilities must have a documented fire and emergency plan.

• Free, reliable, high-speed Wi-Fi internet access in guest rooms is highly preferred.

• Each room must be fully equipped with a full kitchen, a bed, desk, chair, and adequate storage.

• Quiet environment is critical for pilot trainees, with rooms situated in low-traffic or quiet areas.

• On-site guest parking is required; covered parking is preferred.

• Base Period: To be determined (TBD).

• Contract Period: From date of award until December 31, 2031.

• Location: Within a 10-minute drive of downtown Oklahoma City, OK, within specified zip codes.

• Pricing: Prices must be as low as or lower than those charged to the supplier's most favored customers. Any price changes require at least 30 days' notice to the Contracting Officer with supporting data.

• Purchase Limitation: No call under the agreement may exceed $350,000.00.

• Authorized callers are warranted Contracting Officers.

• Invoices must be itemized monthly and include specific details (Hotel Name, BPA number, Date(s) of occupancy, Purchase/Call number, Itemized list of Occupants, Quantity, unit price, etc.).

• Vendors must have an active registration in SAM.gov.

• Electronic invoicing through Wide Area Workflow (WAWF) is required for payment.

• AT/OPSEC: Vendors must not publicly post or share member stay information and must ensure proper protection of members' personal information.

• Performance will be monitored by a Contracting Officer's Representative (COR).

This is a combined synopsis/solicitation for commercial services, specifically long-term hotel lodging for the Oklahoma Air National Guard's 17th SOS flight training students. The government intends to negotiate a Firm Fixed Price (FFP) contract. This announcement serves as the only solicitation, and no written solicitation will be issued.
