182D AW Regularly Schedule Drill (RSD) Lodging FY26 BPA

Statement of Work (SOW)

To establish a Blanket Purchase Agreement (BPA) for providing lodging for members of the 182d Airlift Wing (182 AW) and tenant units participating in or supporting Regularly Scheduled Drills (RSDs).

• Provide all personnel, supervision, facilities, and services necessary for lodging.

• Tasks include providing rooms and related services for 182 AW and other designated personnel during weekend RSDs.

• Program Site: 182 AW, 2416 S. Falcon Blvd., Peoria, IL 61607.

• Reservations: Accept reservations 24/7 on a first-come, first-serve basis. Reservations secured via the 182AW Contracting Office. Government charged only for utilized rooms. Late arrival rooms must be guaranteed. Single rooms may be designated in lieu of double rooms if doubles are unavailable, at no additional cost.

• Room Assignments: Male and female guests shall not share rooms. Married couples are not automatically roomed together. Officers and enlisted guests shall not share rooms.

• Parking: Adequate, secure, and lighted onsite parking with a separate passenger and baggage unloading/loading area.

• Check-in Procedures: Front desk staffed 24 hours. Normal check-in time is 4:00 pm, but earlier check-in allowed if rooms are available. Military ID required for government rate. Personal payment method required for incidental charges. Luggage storage available before normal check-in.

• Cancellations: Processed through the Contracting Office or COR. Hotel to be contacted no later than 1300 on the day of arrival.

• No Shows: Contractor to provide a list of no-shows by 11:00 am the day after occurrence. Government guarantees payment for reserved but unused rooms.

• Room Cleaning: Rooms must be clean and comfortable. Daily housekeeping required, including linen changes at least weekly. Deep cleaning and preventative maintenance checks quarterly.

• Room Descriptions: Rooms must have air conditioning, adequate heating, be clean, and free of allergens. Minimum amenities include a 32-inch color TV, alarm clock, and a private bathroom with necessary toiletries. Double rooms require two double beds; single rooms require one queen/king bed.

• Lost and Found: Contractor must have efficient procedures for handling and returning lost-and-found items.

• Check-out Procedures: Military ID required for government rate. A current Reservation Listing will be provided monthly. A Sign-in Roster and Billeting Authorization Listing will be provided to determine eligibility for government expense rooms.

• Billing Procedures: Summary invoices submitted monthly or upon BPA expiration. Individual invoices required upon request. Payment via Base Contracting Office Lodging In Kind (LIK) GPC credit card.

• Non-smoking Policy: All rooms are non-smoking. Contractor may charge for cleaning if smoking occurs.

• Sanitation: Comply with Federal, State, and Local sanitation laws and regulations.

• Management: Provide a full-time BPA Coordinator/Point of Contact (POC) with full authority. POC must be able to read, write, speak, and understand English.

• Front Desk Personnel: At least one staff member present at all times. Restrictions on employing off-duty QA personnel or government employees to avoid conflicts of interest.

• Third Party Contracts: Not permitted. Government intends to work directly with BPA holders.

• Government will not provide equipment, facilities, or labor.

• Government will provide applicable documents (e.g., RSD lodging dates, authorized KOs).

• Provide all facilities, equipment, and properties not listed as government-furnished.

• Property must meet fire protection, safety, and sanitation requirements.

• 182 AW Policies: Wing Commander reserves the right to refuse service.

• Training: Provide necessary employee training and maintain records.

• Security Requirements: Guest safety and security are paramount. Key control procedures must be implemented. Replacement keys require positive identification. Compliance with Fire, Safety, Public Health, Security, and OSHA standards is mandatory.

• Hotel Location: Hotels must be within 20 miles of the 182d Airlift Wing, Peoria, IL 61607.

• Hotel Inspection: Hotels will be inspected by 182 AW personnel prior to BPA award and periodically thereafter.

• Room Rates: Priced per night, including taxes, not to exceed Government Per Diem rate. Initial rates valid for 1 year. Contractor shall not terminate reservations to accommodate private customers.

• Acts Of Nature: Contractor not liable for damages due to causes beyond control, but equitable adjustments may be made for service interruptions exceeding 48 hours.

• System for Award Management (SAM): Contractors must be registered in SAM to do business with the Government. Provide UEI, CAGE code, and Federal Tax ID number with quote.

Solicitation

This solicitation (W50S7T26QA0020001) is for the acquisition of non-personal services and/or supplies to furnish rooms and related services for the Peoria Illinois Air National Guard personnel. This includes support for weekend Regularly Scheduled Drills (RSD's), Split Regularly Scheduled Drills (SRSD's), and Active Duty for Training. The agreement is structured as a Blanket Purchase Agreement (BPA) with an estimated period of performance of five years, from approximately April 24, 2026, to April 23, 2031.

• Lodging: Provision of rooms for Air National Guard personnel during drills and training.

• Room Capacity: Minimum of 25 double occupancy rooms and 10 single occupancy rooms to be set aside for RSDs. Specific room requirements include two beds per double occupancy room, a television, adequate dresser space, innerspring or foam mattresses, daily linen changes, refrigerated air conditioning with individual control, and daily maid service. Rooms must be clean, safe, and in good repair. Unlimited parking is required at no extra cost.

• Amenities: Access to common amenities such as pools, lounges, and Wi-Fi at no additional charge.

• Security: A safe and crime-free environment is required.

• Subcontracting: Lodging must be furnished in the contractor's own establishment; subcontracting requires prior written approval.

• No Illegal Acts: Contractor shall not condone illegal acts on the premises.

• Contract Type: Blanket Purchase Agreement (BPA).

• Period of Performance: Approximately 5 years, from 24 Apr 2026 to 23 Apr 2031.

• Estimated Value of Potential Orders: Maximum $349,000.00.

• Purchase Limitation (per individual purchase): Maximum $349,000.00.

• Maximum amount per BPA Call: $349,000.00 for authorized individuals (Benjamin B. Yeutson, Nicholas R. Marzinzik, Jason Shallenberger) and $25,000.00 for others (Natalie Gootee, Riley Dauphin, Joshua Baker).

• Offer Due Date: April 24, 2026, at 12:00 PM.

• Evaluation Factors: Offers will be evaluated based on PRICE, TECHNICAL PERFORMANCE, and PAST PERFORMANCE.
