Contract Details
This acquisition is a Request for Quotation (RFQ) for Blanket Purchase Agreements (BPAs). The Government intends to award one (1) up to three (3) BPAs, each with a five (5) year ordering period from May 15, 2026, to May 14, 2031. The maximum shared BPA capacity is $349,000.00, with a purchase limitation of $25,000.00 per individual purchase. This is a 100% Total Small Business Set-Aside under NAICS code 721110 (Hotels and Motels) with a size standard of $40M, and PSC V231 (Lodging Hotel/Motel). The Government is tax-exempt, with the exception of State Tax and Bed/Occupancy Tax.
Submission Requirements
Offerors must submit a Capabilities Statement including the solicitation number, contractor's DBA name, physical and mailing addresses, point of contact (name, phone, email), verification of SAM registration (UEI/CAGE Code), aptitude to meet SOW requirements (including ability to block rooms at or below GSA Per Diem rates), any offered discounts, remit-to address, and acknowledgement of amendments. Additionally, an Exhibit 1 Pricing Sheet must be completed, detailing nightly rates and availability for single and double occupancy rooms per RSD weekend, current tax rates, and contractor representative signature. The Government will not award to third-party entities; offerors must be the owner, operator, or authorized on-site manager of the lodging facility.
Evaluation Criteria
Award will be made to the responsible offeror(s) whose quote is most advantageous to the Government, considering Price, Technical Performance, and Past Performance.
- Price: Individual room rates shall not exceed the maximum allowable GSA Federal Travel Regulation per diem rates for Peoria, IL.
- Technical Performance: Evaluated based on the capabilities statement, clearly identifying criteria and amenities above the SOW minimum.
- Past Performance: Will only be considered as a tie-breaker. The Government intends to award without discussion, so offerors are encouraged to submit their best quote initially.
