This is a Request for Quotations (RFQ) for the Removal and Placement/Relocation of Existing Units, and the Supply and Installation of New Aluminum Doors and Windows Units at the U.S. Embassy residence in Tbilisi, Georgia. The government intends to award a contract/purchase order to the responsible company submitting the lowest price technically acceptable offer.

• Removal of existing (u)PVC doors and windows.

• Supply and installation of new aluminum tilt and turn doors and windows.

• Units must be the same/matching color to existing ones.

• All work to be executed from the interior side of the building.

• New units must be installed on the same day as removal, leaving no open wall at the end of the day.

• Specific material specifications for aluminum profiles, thermal insulation, glazing, and hardware are provided.

• Fabrication and assembly must comply with applicable European standards.

• Installation requires special mounting anchors for structural stability and alignment.

• Application of high-quality mounting foam for airtightness, watertightness, and thermal insulation.

• Proper leveling, alignment, and smooth operation of installed units.

• Maintenance of integrity and hermetic sealing of installed systems.

• All materials must be new, defect-free, and of high quality.

• Installation must follow best industry practices and manufacturer recommendations.

• Final cleaning and handover of a fully functional installation.

• Firm fixed-price purchase order.

• Period of performance: 30 working days from the date of accurate measurements.

• Payment terms: NET 30 days from receipt of invoice and acceptance of order.

• Payment will be made in GEL at the official exchange rate.

• Quotations are due by 5:00 pm, May 4, 2026, Standard Local Time Tbilisi (GMT +4).

• Submissions must be in English.

• Incomplete proposals will not be accepted.

• Submission format: MS Word 2007/2010, MS-Excel 2007/2010, or Adobe Acrobat (pdf).

• File size must not exceed 30MB; submissions exceeding 30MB must be made in separate files (each less than 30MB).

• Award will be made to the lowest priced, acceptable, responsible offeror.

• Past performance information will be used to assess capability and responsibility.

• Offerors must be registered in the SAM (System for Award Management) database prior to submission.

• Failure to be registered at the time of proposal submission may result in the proposal being considered non-responsible.

• A pre-quotation site visit is scheduled for April 23 at 10 am. Participants must meet at the Embassy residence, Villa 7 main entrance. Names of attendees must be provided to TbilisiGSOProcurement@state.gov by COB April 21.

Statement of Work (SOW) / Performance Work Statement (PWS)

To replace existing (u)PVC windows and sliding doors in 36 Georgian American Neighborhood units with new aluminum units at Villa 7 in Tbilisi, Georgia.

• Removal of existing (u)PVC doors and windows from the interior of the building.

• Supply and installation of new aluminum tilt and turn doors and windows.

• Work must be completed within 30 working days from accurate measurements.

• Preparation of openings by another contractor; this contractor must verify dimensions and site conditions.

• All work to be executed from the interior side of the building.

• New units to match the color of existing (u)PVC units (wood texture color).

• Installation must ensure structural stability, alignment, and long-term performance.

• Dismantled units to be placed in a designated yard area.

• Maintain cleanliness and safety throughout the removal and installation process.

• Aluminum Profile: Minimum width 55 mm, minimum wall thickness 1.5 mm, Turkish origin.

• Thermal Insulation: Polyamide thermal break.

• Glazing: US Glass-Packet (6 mm + 12 mm air gap + 6 mm), energy-efficient.

• Hardware & Fittings: High-quality German adjustable fittings and mechanisms.

• Manufacturing Standards: Fabrication and assembly in compliance with applicable European standards.

• Quality Requirements: All materials must be new, defect-free, and of high quality. Installation must follow best industry practices.

• Cleaning and Handover: Remove debris, clean units, and deliver a fully functional installation.

• Location: Villa 7, Tbilisi, Georgia, 36 Georgian American Neighborhood.

• Duration: To be completed within 30 working days from accurate measurements.

• Contractor must coordinate with other contractors and the Contracting Officer's Representative (COR).

• Adherence to security requirements and procedures for Embassy access.

• Submission of project schedules, submittals (shop drawings, material data, samples), and progress reports.

• Provision of all labor, tools, equipment, and materials.

• Compliance with safety standards and regulations.

• Contractor must have complete insurance coverage.

• Reference Drawings: Detailed drawings of exterior elevations and specific door/window types are provided in Appendices #2 and #3.
