• This is a firm-fixed-price type of contract.

• The Government will not reimburse for VAT.

• Quotations are due by June 29, 2026, no later than 12:00 noon (local time).

• Submissions must include one technical and one financial quotation, sent electronically to dakarsolicitation@state.gov.

• Required submission items include: SF-1449, Section I (Pricing), Section 5 (Representations and Certifications), additional information as required in Section 3, and proof of SAM Registration.

• Award will be made to the lowest priced, acceptable, responsible quoter.

• Evaluation will consider quoter acceptability (compliance with RFQ terms) and responsibility (financial resources, ability to meet performance period, integrity, experience, equipment, facilities, and eligibility).

• Questions regarding the solicitation must be submitted in writing to dakarsolicitation@state.gov no later than June 18, 2026.

• Eligibility is restricted to specialized firms possessing valid operating permits in this sector.

• Offerors must be registered in the SAM (System for Award Management) database prior to submission.

• Actual assembly and physical installation are excluded from the contractor's scope of work; Embassy facilities personnel will handle field installation.

• The delivery location is the U.S. Embassy Dakar, SUVI, LLC, 2801 Route 130 Unit 1, North Brunswick, NJ 08902.

• Delivery is required within 120 days after contract award.
