This document is a solicitation for "Make-Ready Cleaning Services" for residential properties of the U.S. Embassy Hanoi. • Bathroom cleaning (sinks, tubs, showers, toilets, mirrors, glass, fixtures, tiles, grout, cabinets, vanities, countertops, floors, walls).

• Bedroom and living area cleaning (furniture, tables, chairs, shelves, cabinets, windowsills, frames, tracks, walls).

• Furniture cleaning (wood surfaces, inside cabinets, stain removal).

• Post-construction cleaning (dust, debris, fixtures, cabinetry, countertops, doors, trim, moldings, vents, air ducts, protective film removal).

• Final inspection, infrastructure defect inspection, and touch-ups.

• Welcome kit setup and appliance plugging (dehumidifiers, air filters).

• The contract type is a Blanket Purchase Agreement (BPA).

• The period of performance is one year from BPA issuance, with a potential extension from June 2026 to December 2028.

• Pricing is to be provided for labor (weekday, weekend, overtime) and supplies (tool, chemical, cleaning materials for apartments, duplex apartments, and stand-alone houses).

• The offer due date is April 24, 2026, at 17:00 local time.

• Proposals must be firm fixed price.

• Payment will be made via Electronic Fund Transfer (EFT) within 30 days of invoice receipt.

• The solicitation is issued under NAICS code 561720, Size Standard 8 (A).

• The acquisition is set aside for Small Business.

• The contractor must submit a monthly invoice for office supplies after a BPA call is approved.

• The contractor shall provide a list of individuals for emergency contact.

• The U.S. Embassy Hanoi reserves the right to reject services not meeting specific requirements.

This document is a Request for Quotation (RFQ) for Make Ready - Cleaning Services for the U.S. Embassy Hanoi. The services are for the period of June 2026 to December 2028.

To submit a proposal, bidders must complete the following:

• Standard Form 1449 (blocks 17a, 22, 23, 24, 30a, 30b, 30c)

• Standard Quotation

• Technical proposal as required in the RFQ

• NDAA certification

• Registration for System for Award Management (SAM)

• The estimated volume of purchase through this Blanket Purchase Agreement (BPA) is USD $39,000.

• The Embassy is not obligated to purchase any definite amount.

• The amount of any single transaction will not exceed USD $15,000.

• Submission Deadline: April 24, 2026, at 17:00 local time.

• Submission Method: Electronically to Ms. Nga Nguyen at NguyenTN4@state.gov.

• Evaluation: The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable quotation at the lowest technically acceptable price.

• Quote Validity: Quotes must be valid for a minimum of 120 calendar days.

• Discussions: Award will be based on initial quotations, but discussions may be held if necessary.
