Statement of Work (SOW) / Performance Work Statement (PWS)

To obtain professional, evidence-based suicide prevention and awareness training services that enhance the 1st Cavalry Division's (1CD) ability to recognize risk factors, intervene appropriately, and promote a culture of resilience and help-seeking.

• Provide evidence-based suicide prevention training delivered by qualified professionals.

• Training to include instruction on recognizing warning signs, intervention strategies, communication skills, crisis response, and available support resources.

• Services will be delivered in person.

• Sessions will be 60-90 minutes, tailored to specific audiences (leaders, supervisors, general personnel).

• Furnish all required training materials (presentation slides, handouts, digital resources).

• Content must be culturally competent and appropriate for a mixed military and civilian workforce.

• Quality Control Plan (QCP) required, covering inspection programs, deficiency identification, and corrective actions.

• Contractor must comply with specific training requirements (e.g., Anti-Terrorism Level I, OPSEC, Information Assurance, Threat Awareness Reporting Program).

• Performance Requirements Summary (Attachment 1) outlines specific standards for Combating Trafficking in Persons, Training Delivery, Instructor Quality, and Training Materials, all requiring 100% compliance.

• Period of Performance: April 20, 2026 to April 24, 2026.

• Place of Performance: Phantom Warrior Center/Palmer Theater.

• Contractor must provide all personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision.

• Firm-Fixed Price Contract.

• Contractor employees must adhere to security requirements, including background checks and potential personnel security clearances.

• Contractor must comply with all applicable regulations, publications, and policies (listed in Part 6).

• Service Contract Reporting (SCR) via SAM.gov is required for all contractor labor hours.

• Deliverables include a Training Plan, Training Materials, and an After-Action Summary (Attachment 2).

This is a combined synopsis and solicitation for commercial products and services for professional suicide prevention and awareness training for the 1st Cavalry Division's Suicide Prevention Summit. The government intends to award a Firm-Fixed-Price Contract. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.
