This is a combined synopsis and solicitation for the installation and procurement of a sunshade system on Cooper Field Parade Field at Fort Hood, Texas. This announcement serves as the only solicitation, and a separate written solicitation will not be issued. The procurement is for commercial products or services in accordance with FAR Part 12.

• Contract Type: Single Firm Fixed Price (FFP) Purchase Order (PO).

• Funds are not presently available for this contract.

• Quote Submission Deadline: 1300 CST, 20 May 2026.

• Quotes must be submitted via E-Mail to both the Contracting Specialist and Contracting Officer.

• Offerors agree to hold prices firm for 30 calendar days from the quote response date.

• Award will be made to the lowest price, responsible quoter whose quote conforms to the solicitation.

• Evaluation will be based on adding the total price of all CLINs and Technical Acceptability.

• Technical Acceptability is contingent on the ability to complete work no later than 17 June 2026.

• This solicitation is conducted on a 100% small-business set-aside basis, assuming two responsible and qualified small businesses respond.

• A site visit is scheduled for 0930 CST, 13 May 2026. Attendance is highly encouraged.

• The apparent awardee will be responsible for obtaining required permits, factoring in a potential two-week response time.

• Offerors must submit a listing of all proposed subcontractors at the Tier 1 level.
