Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The National Institute of Standards and Technology (NIST), under the Department of Commerce, is soliciting quotations for two Fast CMOS Cameras. This is a Combined Synopsis/Solicitation issued as a Request for Quotation (RFQ) for commercial products, with award based on the lowest priced, technically acceptable offer. The cameras are required for high-sensitivity and high-speed absorption tomographic measurements in the ultraviolet to visible spectral region for the MML/646 lab in Gaithersburg, MD.
Quotations are due by May 27, 2026, at 12:00 PM Eastern Time.
Scope of Work
NIST requires the procurement of two new scientific complementary metal oxide semiconductor (CMOS) cameras. These cameras must be suitable for absorption tomography, operate across the ultraviolet to visible spectral region, and possess high quantum efficiency, low noise, high frame rates, and a global shutter for dynamic flow systems. All items must be new, in original manufacturer's packaging with documentation and software; used, remanufactured, experimental, prototype, or "gray market" components are not acceptable.
Key Requirements
- Sensor Type: Back-illuminated, scientific CMOS
- Sensor Size: >= 14 mm x 14 mm
- Pixel Format: >= 2500 x 2500 pixels
- Pixel Dimensions: <= 10 microns x 10 microns
- Quantum Efficiency: High across UV-Vis (e.g., >= 25% at 200 nm, >= 70% at 500 nm)
- Frame Readout Rate: >= 50 fps (16 bits), >= 100 fps (12 bits) full frame
- Shutter Architecture: Global shutter
- Noise: <= 2 electrons (RMS) readout noise
- Operating Temperature: <= -10°C
- Optical Mount: C-mount
- Includes necessary accessories (frame grabber, cables, refrigerated chiller, hoses).

Submission & Evaluation
- Quotation Due Date: May 27, 2026, by 12:00 PM Eastern Time.
- Submission Method: Electronic via email to Elizabeth.timberlake@nist.gov and Donald.collie@nist.gov. Reference RFQ number 1333ND26QNB030019 in the subject line.
- Pre-Quote Inquiries: Submit written questions to the contacts no later than 4 calendar days after solicitation issuance.
- Quotation Preparation: Must be clearly written, indexed, and logically assembled into three volumes:
- Volume I – Technical Quotation: Demonstrate technical capability, cite SOW paragraphs, include manufacturer authorization if applicable.
- Volume II – Price Quotation: Firm-fixed-price for each CLIN, include all shipping costs and tariffs, identify foreign-manufactured product charges separately, remain valid for 90 days.
- Volume III – Terms and Conditions: Complete required information from attachments.
- Evaluation Criteria: Award will be made to the lowest priced, technically acceptable offeror. Technical capability must meet or exceed all SOW requirements; price will be evaluated for reasonableness.
Important Clauses & Notes
This solicitation incorporates numerous FAR provisions and clauses, including FAR 52.212-4 (Terms and Conditions—Commercial Products and Commercial Services) in full text, and specific NIST local clauses. Offerors must ensure SAM registration is current. Invoicing instructions specify electronic submission to INVOICE@NIST.GOV or via the Treasury's Invoice Processing Platform (IPP). Cybersecurity and privacy requirements consistent with federal laws (e.g., FISMA, FIPS 140-2/3) are also detailed.
