Statement of Work (SOW) / Performance Work Statement (PWS)

The U.S. Department of Agriculture (USDA) requires two (2) new, fully assembled, enclosed trailers to support its Unmanned Aircraft Systems (UAS) program for wildland fire operations and all-hazard incident response.

• Provide two (2) new enclosed trailers meeting specifications outlined in the SOW and technical checklist.

• Trailers must safely transport, store, and support sensitive, high-value UAS equipment.

• Must be capable of operating in both interstate and rugged off-highway environments.

• Key features include robust security, storage capacity, safe navigation on varied terrain, shorepower capability, adequate lighting, insulation, air conditioning for sensitive electronics and batteries, and a compact footprint (minimum 6’x10’, maximum 10’ length).

• All detailed technical requirements are provided in Attachment A.

• Meet all specifications in Attachment A.

• Ensure commercial quality standards for materials, components, and workmanship.

• Coordinate delivery with the USFS at least 7 calendar days prior.

• Provide all necessary documentation, manuals, and warranty information.

• Correct any identified deficiencies at no additional cost.

• The USFS will not furnish any equipment, materials, or facilities.

• Deliverable: Two (2) fully assembled UAS trailers meeting all specifications.

• Delivery Deadline: Within 100 days of contract award.

• Delivery Location: Powder River Ranger District, 1415 Fort Street, Buffalo, WY 82834.

• The Contractor shall notify the USFS at least 7 days prior to delivery.

• USFS will inspect trailers upon delivery for compliance; acceptance follows confirmation of features and functionality.

• Delivery within 100 days of contract award to Buffalo, WY.

• No travel required beyond trailer delivery; all delivery costs are included in the Contractor's price.

• Trailer Type: Enclosed Cargo Trailer, Off Road Capable.
• Dimensions: Minimum 6'x10' floorplan, maximum 10' length, 6' width.
• Construction: Robust, 16" on center walls/floor/ceiling, insulated, interior aluminum liner, non-skid flooring.
• Mobility: 2 - 3500lb axles with electric brakes, all-terrain tires (10 Ply minimum), off-road capable.
• Access: Locking side door with cam bar, rear ramp door with spring assist and cam bars.
• Interior: Minimum 6'6" height, folding step, eTrac security mounts.
• Electrical: DC battery box with charger, 30 amp shore power with 4 interior and 1 exterior GFI outlets, A/C unit, roof vent, 4'-6' LED interior ceiling lights, LED exterior work/spot/load lights, LED interior puck lights.
• Capacity: Minimum GVW 3500 lbs, minimum payload capacity 2,000 lbs.

Solicitation / RFP / RFQ

This document is a combined synopsis/solicitation (Request for Quotation - RFQ) for two (2) new, off-road capable, enclosed cargo trailers for the USDA Forest Service, Bighorn National Forest, Powder River Ranger District. These trailers are needed to support the Region's Unmanned Aircraft Systems (UAS) program, specifically for mobilizing sensitive UAS equipment and related gear for various missions, including wildland fire incident response.

• Two (2) new enclosed cargo trailers.

• Trailers must be off-road capable.

• Trailers must be 6'x10' and insulated.

• Must meet all salient characteristics specified in Attachment J.2 – UAS Trailer Specifications.

• Delivery required within 100 calendar days of contract award.

• Award will be made to the lowest-priced, technically acceptable offeror.

• Delivery is F.O.B. Destination.

• Quotations are due by June 26, 2026, at 1600 MT.

• Questions are due by June 22, 2026, at 1600 MT via email to Westley.Bisson@usda.gov.

• Offers must be held firm for 90 calendar days.

• Evaluation will be based on Lowest Price, Technically Acceptable (LPTA).

  • Technical Acceptability will be evaluated first, based on meeting all salient characteristics in Attachment J.2.
  • Past Performance will be evaluated as Acceptable or Neutral.
  • Price will be the final determining factor among technically acceptable offers.

• This solicitation constitutes the only solicitation; no separate written solicitation will be issued.
