Statement of Work (SOW)

To procure two-way communication radios for designated staff at the Desert Visions / Nevada Skies Youth Wellness Centers (DV/NSYWC) to support 24/7 operations, including emergencies, preparedness, and contingencies.

• Provide two-way encrypted radios for swift communication during daily operations, training, and emergencies.

• Radios must meet HHS/IHS radio requirements and federal encryption standards.

• Frequency Bands: VHF or UHF (R1 and/or R2), 700/800 MHz, and/or 900 MHz bands.

• Modes of Operation: Clear or digital-encrypted Trunked Operation, Analog and/or Digital.

• Conventional System Configurations: Includes narrow/wide bandwidth digital receiver, embedded digital signaling, intelligent priority scan, radio profiles, unified call list, user-programmable voice announcement, and instant recall.

• Durability: Meets Applicable MIL-STD-810C, D, E, F and G standards.

• Standard Features: Operational Critical Wireless Bluetooth 4.0, Emergency Find Me.

• Advanced Features: Integrated GPS, Single-Key Advanced Digital Privacy (ADP) Encryption, IP68 submersion (2 meters, 2 hours), IMPRES equivalent Battery, Text Messaging, Software key PROGRAMMING Lock-out/password protected, utilizes Windows OS for programming.

• Optional Features: Enhanced Noise Suppressor (Highly Recommended), Multi-Key touchpad, Programming Over Project 25 (OTAP), Digital Tone Signaling, UL-certified.

• Delivery: 90 days after award.

Sources Sought

This document is a Sources Sought notice issued by the Indian Health Service (IHS), Phoenix Area Office, on behalf of Phoenix Indian Medical Center. The purpose is to conduct market research to identify contractors capable of providing VHF 2-way communication radios and associated equipment and services. The IHS is seeking to determine if a small business set-aside is possible for a future RFQ/RFP or if full and open competitive procedures will be utilized.

General Requirements:

• Equipment must be NEW ONLY; no remanufactured or "gray market" items.

• Vendor must be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor, or authorized reseller.

• OEM warranty and service must be provided and maintained by the OEM.

• Vendor must provide a copy of the authorized distributor letter from the manufacturer.

• Vendors must identify their socio-economic status (e.g., Indian Small Business Economic Enterprise/Native American-owned small business).

• This is not a Request for Proposal (RFP).

• The Government will not split this requirement.

• Payment will be made through IPP (Invoicing Processing Platform).

• HHSAR 352.232-71 Electronic Submission of Invoice Payment Requests applies.

• Subcontracting limitations outlined in FAR 52.219-3, 52.219-14, 52.219-27, 52.219-29, and/or 52.219-30 may apply.
