Quick Summary

The U.S. Fish and Wildlife Service (FWS) is seeking proposals for the purchase, delivery, and installation of Fish Net Pen Systems for rearing endangered Sucker Fish. These systems are required for two locations: Upper Klamath Lake, OR, and Gerber Reservoir, OR. This is a Small Business Set-Aside opportunity. Quotes are due by June 11, 2026, at 10:00 AM EST.

Scope of Work

The requirement is for a system comprising a 120' x 25' frame with a walkway, supporting two 25' x 59' x 15' net pens. Key components include:

  • Fish Pen Frame: 120'x25' with dual HDPE pontoons, walkways, non-treated lumber, fiberglass decking, and a removable rail system.
  • Fish Net Package: Specific dimensions (25'x59'x15') with .25" polyester netting, framing lines, chain perimeter, and 2"x2" bird netting.
  • Anchor Package: Includes 16 x 1650 lb concrete block anchors, 3/4" galvanized chain, crown line floats, chain-through buoys, and hardware.
  • Wave Attenuator Package: 24"x50' DR17 HDPE pipe with a 4' rubber skirt.
  • Installation Package: Requires a 4-man crew, forklift, and boat/barge for assembly and deployment at both sites.
  • Shipping and Handling: Requires three 48' flatbeds per pen.

The net pens must be designed to withstand environments with up to 10 inches of winter freeze and associated floating ice. The specifications for Gerber Reservoir are identical to Upper Klamath Lake, though its remote location may impact labor and shipping costs.

Submission & Evaluation

Offerors must submit quotes electronically via email to Robert_Sung@fws.gov. The subject line must include "140F0S26Q0030 fish net pens". Quotes should be submitted in two parts:
