Quick Summary
The U.S. Fish and Wildlife Service Communications Branch has issued a Special Notice of Intent to Sole Source Award for the procurement of a Magic Valley Heli-Arc Fishpump. The intent is to award a firm fixed-price contract to Magic Valley Heli-Arc & Mfg., Inc. This notice is not a request for competitive quotes, but interested parties who believe they can meet the requirement may submit a statement of capabilities. Responses are due by May 13, 2026.
Scope of Requirement
The requirement is for a Magic Valley Heli-Arc Fishpump to support essential fish-handling operations at Service facilities, including those under the Lower Snake River Compensation Plan (LSRCP). The pump is critical for safely and efficiently moving live fish during hatchery, transport, and resource-management activities. Its unique design minimizes handling stress, scale loss, and mortality while maintaining high-volume pumping capacity, directly supporting mission-critical fisheries programs like brood stock collection, spawning, and fish distribution.
Contract & Timeline
- Type: Notice of Intent to Sole Source (Firm Fixed-Price)
- NAICS: 333914 (Measuring, Dispensing, and Other Pumping Equipment Manufacturing)
- PSC: 2060 (Commercial Fishing Equipment)
- Set-Aside: None specified
- Response Due: May 13, 2026, 2:00 PM UTC
- Published: May 7, 2026
Justification for Sole Source
The Heli-Arc Fishpump is deemed uniquely designed to meet specific engineering and biological-handling requirements. Competing pumps are considered to risk injury to fish due to excessive pressure, turbulence, or inadequate material construction. Additionally, other brands are not compatible with existing hose fittings and transfer systems, which would lead to operational delays and increased retrofitting costs. Market research indicated that only Magic Valley can meet these combined technical and biological requirements, making competition unfeasible for this acquisition.
Response Instructions
This synopsis does not constitute a solicitation. However, if any interested party believes they can meet the requirement, they may submit a written statement of capabilities. This statement must contain clear and convincing evidence that competition would be advantageous to the Government. Submissions must be sent via e-mail ONLY as a Microsoft Word or Adobe PDF attachment to carter_duke@fws.gov. Telephone requests or offers will not be honored. Costs associated with preparing and submitting data are the sole responsibility of the respondent and will not be reimbursed.
