The Federal Transit Administration (FTA) is requesting proposals (RFP attached) from qualified firms or organizations to provide project management oversight (PMO) support services for select capital projects under a multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) Contract. FTA defines oversight as a continuous review and evaluation of grantee and FTA processes to ensure compliance with statutory, administrative, and regulatory requirements. The Office of Capital Project Management, within the Office of Program Management (TPM), develops and implements a program of project management oversight for major transit infrastructure projects (i.e. Fixed Guideways, Core Capacity Projects, and Small Starts investment, etc.…). The purpose of the Project Management Oversight Program is to ensure project sponsors have the technical capacity, capability, and appropriate plans to deliver the planned scope of major capital projects on schedule and within budget.
PMO contractors will supplement the FTA technical staff to evaluate grantee project management technical capacity and capability to ensure the successful delivery of the project scope within budget, schedule, and in accordance with all applicable Federal requirements. Products and services delivered under this contract will assist FTA in accomplishing its legislatively mandated mission.
This announcement is open to all businesses regardless of size. The Government may elect to award multiple Indefinite-Deliver-Indefinite Quantity contracts under this solicitation.
