Scope of Work
The contractor will provide comprehensive support including:
- Role Players: Supplying and managing contractor role players for realistic training scenarios, including moulage (mock injuries) and appropriate clothing.
- Equipment & Simulants: Providing weighted manikins (adult, child, infant), simulants, a specific lumber package, and radiation buttons.
- Subject Matter Experts (SMEs): Providing SMEs in areas such as rope rescue, confined space operations, structural engineering, medical examiner functions, and Incident Command System (ICS).
- Simulation Cell (SIMCELL): Providing personnel and equipment to digitally simulate additional CBRN Enhanced Response Force Packages (CERFP) and Civil Support Teams (CST).
- Ambulance Service Support: Providing two ambulances with certified personnel (EMT or higher) for on-site medical support.
- Site Preparation & Reset: Resetting the Simulated Collapsed Structure Site (SCSS) and creating downed tree obstacles for route clearance simulation.

Evaluation
Award will be made on a best value basis, which may not be the lowest priced offer, considering three factors:
- Technical: Evaluated based on the offeror's staffing plan, with solutions demonstrating greater capabilities of licensure and/or experience rated higher.
- Past Performance: Evaluated based on the offeror's record of relevant past and current performance to ascertain the probability of successful performance. CPARS will be used.
- Price: Evaluated for reasonableness, realism, and balance. Options, including the Option to Extend Services (FAR 52.217-8), will be evaluated by adding their total price to the basic requirement.
Submission Instructions
Offers must be emailed to both primary and secondary Points of Contact. Contractors must confirm receipt, and email subject lines should include the solicitation number. The SF 1449 must be fully completed and signed, with the Price Schedule entered showing unit and total prices. Representations and Certifications must be completed online at SAM.gov. Proposals require a Volume I (Technical Proposal) including an Equipment List and company experience, and a Volume II (Past Performance) listing relevant contracts from the past 3 years. Written questions must be submitted no later than 3 days after solicitation issuance to both POCs. A site visit will only be conducted if requested within 5 days of solicitation issuance.
