Submission & Evaluation

Proposals will follow a two-step submission process:

  1. Step 1: White Paper Submission. White papers (maximum 5 pages) will be evaluated for scientific merit and potential. Responses are provided within 75 working days.
  2. Step 2: Proposal Submission. Full proposals are submitted only upon formal Request for Proposal (RFP) from the AGC.

Evaluation Criteria for proposals include scientific/technical merits, contribution to the AGC mission, Offeror's capabilities and experience, qualifications of key personnel, reasonableness and realism of costs, and past performance.

Eligibility

This is a full and open competition. The AGC encourages submissions from small businesses (including HUBZones, 8(a) program, service-disabled veteran-owned, veteran-owned), women-owned small businesses, and colleges/universities. Proposals from US Government facilities and Federally Funded Research and Development Centers (FFRDCs) will not be considered.
