Quick Summary

The General Services Administration (GSA) is conducting its 2026 Fall Open Season for the Wheelchair Accessible Light Vehicles Program (Solicitation 47QMCA24R0034). This initiative allows existing contractors to update Next Model Year (MY27) information and invites new offerors to propose new models. The program is a Total Small Business Set-Aside. Submissions are managed via GSAFleet.gov, with Open Season Rounds running from June 1 to November 12, 2026.

Program Overview

GSA's Federal Acquisition Service (FAS) Automotive Center is seeking proposals for Model Year 2027 (MY27) wheelchair accessible light vehicles. This special notice outlines the open season process for both current contractors and new vendors to participate in the program. The goal is to ensure a robust supply of compliant vehicles for federal agencies.

Key Requirements & Scope

Vehicles proposed must meet 2027 federal standards, including Title 36 ramp requirements, and comply with all applicable Federal Vehicle Standards and purchase descriptions found on www.gsafleet.gov. The program anticipates robust purchasing growth for wheelchair vans in 2027 and 2028, particularly in the minivan series. ADA requirements and Federal Motor Vehicle Safety Standards (FMVSS) are non-negotiable.

Submission Process & Deadlines

All bid proposals and contract administration activities are centralized through GSAFleet.gov.

  • Existing Contractors: May update pricing, propose new models, or update existing line items directly within GSAFleet.gov.
  • New Offerors: Must first submit the "Vendor Company Request Form" and "GSAFleet.gov User Account Request Form" to the Contracting POCs to gain system access. After data entry in GSAFleet.gov, new offerors must submit full proposals (Volume 1 and 2) via email.
  • Key Open Season Dates (all 2026):
    • Open Season Round 1: June 1 - July 30
    • Open Season Round 2: August 31 - October 2
    • Open Season Round 3: October 22 - November 12
    • Ordering opens in GSAFleet.gov for Next Model Year: December 14
  • SAM.gov registration must be active for all participants.

Eligibility & Evaluation

This is a Total Small Business Set-Aside. New proposals will undergo a full evaluation for responsiveness, responsibility, and technical acceptability. Technical exceptions must be submitted during the technical evaluation phase.
