Quick Summary

The Department of Defense announces the 2026 APG Advance Planning Briefing to Industry (APBI), a hybrid event scheduled for April 21–22, 2026, at Aberdeen Proving Ground (APG), MD, and virtually via MS Teams. This special notice serves as a "Save the Date" and highlights a critical action item: industry partners must complete a survey by March 20, 2025, to rank preferred contract opportunities for deeper discussions and potential one-on-one interactions during the event.

Purpose and Scope

The APG APBI is a vital tool for industry stakeholders, offering a comprehensive glimpse into the organization's future contracting landscape, particularly for Fiscal Years 2028-2029. The event aims to align potential contracting opportunities with APG's key mission areas and strategic initiatives, fostering collaboration to address emerging challenges. While formal bids will not be heard, the APBI will brief upcoming opportunities to help industry understand Army capability requirements and shape internal development efforts.

Key Areas of Future Opportunities

The APBI will showcase a wide range of potential contract opportunities across various directorates, including:

  • DEVCOM C5ISR Center: Strategic initiatives and technology interests within Research and Technology Integration (RTI) and Engineering and Systems Integration (ESI) Directorates, including RS3 Task Orders and Broad Agency Announcements.
  • CPE ST3 Program: Simulation and training programs, such as Training Simulation Software/Training Management Tool (TSS/TMT) ($250M, OTA), Soldier Virtual Trainer (SVT) ($50M, OTA/FAR), and Persistent Cyber Training Environment (PCTE) Cyber Innovation Challenge ($100M).
  • Directorate of Public Works (DPW): FY25 opportunities including Traffic Signal Maintenance and Repair ($2.1M, 8(a) set-aside) and Emergency Generator Maintenance and Repair ($4.3M, 8(a) set-aside).
  • CPE CBRND: Programs and contracting vehicles for Chemical, Biological, Radiological, and Nuclear (CBRN) defense, highlighting specific programs like WARP, FFBS, and FAMS-S.
  • U.S. Army Test and Evaluation Command (ATEC): Numerous FY26 opportunities, many designated as Small Business Set-Asides (e.g., GFEBS Support, Facility Sustainment, IT Support, Cybersecurity, Scientific/Engineering Support, Logistics, Data Collection) and some for Tribally-owned 8(a) Small Businesses (e.g., RTC Directorate Support Services III, RTC Aviation Maintenance Services III). Unrestricted opportunities like Aberdeen Test Support Services ($700M) are also planned.
  • CPE Intelligence and Spectrum Warfare (ISW): FY26 and FY27 opportunities including Systems Engineering and Technical Assistance (SETA) Follow On ($200M-$300M), Pre-Planned Product Improvements (P3I) MA IDIQ ($1.6B-$2.4B), and PM EW&C Future EWC Capabilities MA IDIQ ($800M-$1B).
  • C2IN: Opportunities related to Data and Artificial Intelligence, Command & Control Infrastructure, Transport, and Applications, such as NGC2 Engineering, Integration, and Follow-On Support Services (EIF) ($400M-$500M) and Army Edge Compute Capability (AECC) ($120M-$130M).
