Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for laundry, dry-cleaning, and rental services to be provided on Malmstrom Air Force Base (MAFB), Montana.

• The contractor shall provide laundry, dry-cleaning, and rental services for multiple locations on MAFB.

• Services include pick-up, delivery, and cleaning at the contractor's facility.

• All work must comply with federal, state, and local regulations, and commercial standards.

• Performance will be evaluated based on feedback and metrics outlined in the Service Delivery Summary (SDS).

• Key performance objectives include timely and accurate pickup/delivery, correct quantities, quality of cleaning (free of dirt, debris, odor, mildew), proper handling of lost/damaged items, and proper packaging.

• A maximum of 3 valid customer complaints per month per task order is allowed for various performance objectives.

• Services are to be performed at the contractor's facility.

• Pick-up and delivery schedules are detailed in Appendix B.

• Contractor personnel management: A manager responsible for performance must be designated, and available within 2 hours during duty hours or 12 hours after duty hours for meetings.

• Personnel: Contractor employees must not be a threat to installation safety/security, must not have conflicts of interest with government employees, and are prohibited from possessing weapons or using alcohol/illegal drugs on duty.

• Dress and Appearance: Contractor personnel must maintain a neat appearance and be easily recognizable, with identification worn at all times.

• Ordering: Task Orders (TOs) will be issued against the contract.

• Requirements: Quantities and delivery schedules are subject to fluctuation.

• Holidays: Federal holidays are observed, with services rescheduled to the next workday.

• Pass and Identification: Contractor personnel require base passes, obtained via a Contractor Installation Entry List (CIEL).

• Motor Vehicle Operation: Drivers must possess valid commercial licenses, and seat belt usage is mandatory.

• Contingency Plan: A written plan is required to ensure service continuity during disruptions.

• Safety: Contractor must comply with safety regulations and report mishaps.

• Anti-Terrorism (AT) Awareness Training: May be provided by the government.

• Invoices and Payments: Invoices are submitted monthly and processed through an electronic system.

• Quality Control Plan (QCP): Contractor must establish and maintain a QCP.

• Environmental Management: Use of environmentally preferable products and services is required.

• Products and Materials: Cleaning products must meet Green Seal Product Standards.

• Contractor Manpower Reporting: Labor hours must be reported via the eCMRA system.

• Specific services include laundry, dry-cleaning, rental floor mats, rental coveralls, and chemical-resistant shirts/pants.

• Hazardous materials may be encountered in clothing requiring laundering.

• Lost/damaged items must be addressed within specified timeframes.

• Contaminated laundry requires special handling procedures.

• Rental items must be appropriately sized and replaced as needed.

• Estimated annual workload data for various items is provided in Appendix C.

Sources Sought / Market Research

This document is a Sources Sought notice, not a solicitation, intended solely for market research to determine potential sources for laundry and dry-cleaning services at Malmstrom AFB. The government is assessing if the effort can be competitive and/or a total small business set-aside.

• Provision of non-personal laundry and dry-cleaning services, including all labor, tools, parts, materials, facilities, and transportation.

• Services to be performed at the contractor's facility.

• Includes pick-up, delivery, and dry-cleaning.

• Malmstrom AFB does not have a full-service laundry facility for contractors to utilize.

• A DRAFT Performance Work Statement (PWS) is attached for further description of the requirement.

• The proposed contract action, if pursued, is anticipated to be a firm-fixed price award.

• The contract will consist of a five-year ordering period.

• Interested parties should submit a summary outline of their qualifications to conduct laundry services at Malmstrom AFB.

• Vendor web pages will not be accepted.

• A Contractor Capability Survey is provided for companies to detail their capabilities.

• Responses must be received by 2:00 pm Mountain Time Zone on April 11, 2026.

• Small Business Size Standard: $8.0M

• The government is interested in all small businesses, including 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women Owned small business concerns.

• Respondents must identify their small business status.

• This is for planning purposes only; no contract award will be made based on this notice.

• Contractor personnel requiring base access must complete a Contractor's Entry Authorization List (CEAL).
